You wanna know an easy way to get blacklisted for being annoying? Shouting FC advertisements. Run things with new people and network. That'll get you players who might actually stay and be interested in the group long-term.

Here's a counterpoint. Free companies speaking something else than English would have quite a hard time recruiting without the use of shout, especially in the case of small languages. My language, for example, has less native speakers than NYC has residents. Chatting up sproutlings would be a terribly inefficient way to find the right people. Shouting on the other hand works well. It's better for the new player as well because they don't have to network for 6 months before finding a free company to chat with in their first language.

It's better for the new player as well since new players do not have party finder unlocked to see an FC advertisement if one is posted; otherwise, you would have to /tell every new player you see.
