I blacklist people who shout for paid clear parties for being annoying. I've never once blacklisted someone for shouting for their FC recruitment, even ones in German when I know approximately five whole words in German......
I hate the ones that advertise house space for 10mil more then the house, Chances are he just gonna run and dash lol
I've blacklisted a couple of people for repeatedly spamming FC advertisements over multiple zones.
Seriously, if it pops up every 5-10 minutes it gets annoying as hell after awhile.

Here's a counterpoint. Free companies speaking something else than English would have quite a hard time recruiting without the use of shout, especially in the case of small languages. My language, for example, has less native speakers than NYC has residents. Chatting up sproutlings would be a terribly inefficient way to find the right people. Shouting on the other hand works well. It's better for the new player as well because they don't have to network for 6 months before finding a free company to chat with in their first language.
