like would it be possible for the developers to see how many people are logged in at any time to see which worlds are really the most populated and which arent a true census?

No and I believe that is the exact reason. It's only going to show 200 results.
If some one did a search an it came up 2k online..there's gonna be transfers.

Yes, they know how many log in each day. Other such games have had third party census taking, but I do not know of any for FFXIV.
What we suffer is "the curse of knowledge". For new people, most of the dungeons after level 24 is considered "intense". For us, we just don't understand why newbies do not "get the mechanic" when everything is spelled out for you right in front of your screen... For them Brayflox is HARD ("you want me to Esuna all of you? move out of the way? and cure three people???), Sunken Temple is "ZOMG WTF was that", Cutter's Cry was "intense" and Titan "baby trial" was "fck this, I swear I ran and out of the train track from hell".

I know Balmung is still regularly hitting the max of 7-8,000 concurrent logins since you get a login queue any time you try to get in. Also, servers locked to new character creation topped a certain number of concurrent connections in the past 8 hours. (That's why you can sometimes get on locked servers when you try at 6AM.)
But that's the only clue we have at all, and it only applies to the highest population servers.

they need to do another census and allow people of free transfers to less populated worlds
