I think the main reason people don't explore is that there is very little reason to explore at the minute. I have done some exploring and there are some great things out there but you can't interact with any thing out there so it is all a bit pointless unless you do it to admire the view.

I found a town/settlement hidden in a cave south of Drybone on the way to Broken Water full of NPC's which while you could talk to them, they didn't say anything of great importance or have any type of quest. If you go further into the cave there is a big wooden door that is locked too. But there are lots of things like this and landmarks that people can find but they all serve no purpose at the minute because we are locked out of their content.

I think a better way to get people to explore would be to block out the map for places you have not been. That way you would have to go everywhere to unlock the whole map. Giving you the map in full as it is does eliminate a lot of the reason to explore an area further.
