According to sources, it appears in a Random slot at 34,28 Western La Noscea at 8:00 a.m. I was just there, I popped Toil of the Pioneer, but it isn't there.

Am I missing something?

It's Hidden. So it should be random of it appearing for you. You can get these with Peisteskin maps too I think.

Toil reveals all hidden items tho.. It revealed an Unaspected Crystal for me, but no Waterfowl Feather.

I also said it didn't appear for you then. Hidden items are random if they spawn on the node or not.

It's there, I farm it all the time and it sells pretty well. You get either the feather or the crystal depending upon your luck. Just keep trying.

The skill is for timed items.
Hide items are like treasure map. Not in every node, and in a random node slot.

Nope, those give plain old wildfowl feathers. Probably the most worthless thing it gives.

Note that if you have a botanist retainer you can send them out specifically for waterfowl feathers now. It is one of the options for level 50 along with the other things you can get from the ARR Unspoiled nodes.
