I think the problem is in the core of the content, and that's the fact that isn't fun after the first few times. Objectives won't fix that, the only thing that will is a truly random zone. Let's take Diablo for example, adapt that into FFXIV. Make The Diadem, well, not the Diadem. 8 players enter a raid with paths and mobs that are randomized, loot is random, but bosses are set in stone. After a bit of dungeon crawling you enter the boss room, and it selects a boss out of a pool. That was the difficulty scale could actually matter, the content is tightly controlled and challenging, all while filling that loot pinata grindy niche.

It's obviously very different from The Diadem, but I'd rather they stop devoted resources into Diadem related content and more into something like that.
