A lot of websites, reviewers and actual tests have shown that the 380 and 390 completely desrtoy the 900 series if it's within the 200-400 range. Once you go over the 400, amd is too expensive for the price per dollar, so the 980 TI and titans win there. I don't know about the 370 or 750 though.
Unfortunately, no. It isn't one size fits all. You'll need to determine what your case can handle, then pick a card based on that. And generally speaking, yes. But in this case, the 950 actually draws less power. It's also smaller. So if that's what you settle on, you'll be set.
