It could also be an aspect of the Primal its self. Ifrit is a Fire Primal so overtempering (which Ifrit's is exceptional at causing fanatical zealotry) may cause compleatly insanity as with Loon Gah's mother.It's SORT OF come up, albiet by counterexample. Loon Gah's mother in the Ash Tribe questline was also overtempered - but the result was not the twisting of her body, but burning out her mind...
Although, to be fair, this might be a different matter. Loon Gah's mother was, if I recall correctly, subject to repeated temperings, not a single massive supertempering.
Where as Leviathan being the embodiment of The Indigo Deep's wrath, by over drowning as a punishment he deforms the victems to the point where they are bound to the sea in a very literal way by becoming fiah. If Leviathan had gone to the point that ifrit had then its possible he could have actually comeatly turned them into fish.
That's what camp I'm in, that repeated tempering isnt the same as over tempering.
I thing overtempering may be intentionally destabilizing the victim's Aether to the point of mutation where as repeated tempering Causes to much exposure to the primal's power that it induces a drug addiction like insanity.
