I think there's an island in Azys Lla that has lv60 mobs. If not, you could always do the Vanu dailies which some provide even level mobs to kill, I think that should count.
If you're talking about the weekly challenge log thing, anything within 10 levels works, I think. So mobs as low as level 50 will count.
If you're not, then... I'm not sure what you're talking about.

The Flagship in Azys Lla contains level 60 enemies (sphinx, sprites, and warspites), and are the highest level open-world regular encounters at this time.
As others have said, there's no need to worry about finding enemies that match your level exactly. Kills that are several levels below you do count for those challenges, including kills you make while level synced for a FATE. Just go kill stuff and you'll be fine!
So there is no place like Urth's Gift anymore, where you could chain enemies endlessly to level the chocobo while spiritbonding?
Heavensward areas are far too open to really make chaining easy and quick. You're better off farming in the Dravanian Hinterlands since everything is land instead of islands and the LV 58-59 mobs give the same amount of chocobo EXP as the LV60 ones.
Also counts if you are level sync'd. Basically the mobs just have to give you xp for it to be counted.
