Ground target moves do not target your target. They don't have a debuff icon; you a timer icon on your character (e.g shadow flare, flaming arrow, doton). That said, every class has about 3 DoTs on a target. Excluding healers, that enough for an entire alliance and then some. In addition, most of the stuff are non stackable (i.e. disembowel with another person's disembowel) or similar and non stackable (storms eye and dancing edge). This free's up space and you really only run into problems when you have more than 3 groups in content (such as open world hunts or the instanced ones in diadem).
