    Multiple Traceroutes bring up similar results.
    It's obvious that the transport that Level 3 is using between San Jose to Montreal is where the problem seems to appear (and looking at other FFXIV-users TR results, show very similar results to one of the various Montreal hops).

    Comcast's NOC refuses to open a Trouble Ticket to their Transport provider, and there is no way for me to open a Ticket with Level-3, as I am not their direct customer (this is something I frequently was able to do on an instance-per-instance basis, back when I was previously employed with a certain Network Provider).

    Frequency: Every few seconds, can range from 4 seconds to a minute. Stas up again around 10-20 seconds.
    Content: Everywhere. I have no issues just walking/running, however it seems my abilities/moves "lag." The recast timer would be up and I would be spamming the next move and my character will not preform it BUT it shows that I am spamming that move.

    Date/Time (When did the issue start happening, at what specific times does this issue arise, if any.): Started on 10/17/2016 around 1pm Central time and now has been ongoing to this date.

    Frequency (How often does the issue occur?) All the time now.

    Content (Which content were you playing in-game when the issue occurred?) Started in the housing area but affects dungeons and instanced content. Cannot even do a simple low level dungeon without movement stuttering, skill usage that has seconds in between actual use and when people in the party get the healing/buffs etc.

    Which in-game World were you playing on when the issue occurred? Started in Diablos where my main character is at. When I logged into my other character which resides on the Leviathan server I get the same issue.

    Traceroute records (optional) (Learn how to generate traceroute record): N/A I do not play FFXIV on the PC so I am unsure of how this info will reflect the actual stuff that would be seen by a console.
