Date/Time (When did the issue start happening, at what specific times does this issue arise, if any.): It started happening on 11/23/15. Lately it is more and more often. I experience massive packet loss and high ping consistently from 4:00 PM PST until around 11:30 PM PST, although it does pop up sporadically during the day.
Frequency (How often does the issue occur?): Every day without fail
Content (Which content were you playing in-game when the issue occurred?): Doesn't matter, I could just be standing around and experience it.
