Severe Lag and Latency Issues since about 2 weeks ago ONLY on FFXIV.

Name of your Internet Service Provider (ISP) - Time Warner Cable Northeast Ohio (Now Charter Spectrum, I guess?)
Ticket or reference number from your ISP. - N/A, Just got Modem and outside cables replced 2 days ago, still persists.
State/Country - Northeast Ohio, USA
Date/Time (When did the issue start happening, at what specific times does this issue arise, if any.) - Near any/all Date/Time, arose shortly after Spectrum officially took over, about a month ago.
Frequency (How often does the issue occur?) - Random times, severe lag hiccups usually in dungeons/raids, sometimes 90,002 in towns. VOIP show no issues, same with other games.
Content (Which content were you playing in-game when the issue occurred?) - Any/All, primarily in dungeons and/or raids.
