Reporting Latency Related Issue (NA Data Center)

Name of your Internet Service Provider: Comcast
Ticket or reference number from your ISP: Cant get one for its not on their end
State/Country: SE Pennsylvania close to philly
Date/Time: Only started to really see this being bad about a week ago. Always during peak times from 6pm-11pm.
Frequency: It fluxes. Some days its just bad for about 5-10min then goes back then does it again later on. Some times it can go hours on end making it unplayable.
