-Frequency (How often does the issue occur?): It's very intermittent, but I think I can guarantee at least one lag spike every 5 minutes or so

That Sunnyvale one has gone into the 3000s on occasion. I'm having similar issues with other internet things, and I see this Sunnyvale one also appears when I tracert www.youtube.com
