Frequency (How often does the issue occur?) To some degree all the time, but it is particularly bad starting around 6pm PST and continues to be extremely bad until about 10p PST
Content (Which content were you playing in-game when the issue occurred?) Anything, but appears to be worse if in a 8man or 24man instance
