I wanted to make an commandment to my original post but figured if I just edited it, it wouldn't be seen:
I have also played on the EU and JP servers and I have minimal issues with latency/ping spikes. I get about 1 spike every 2~3 hours on those servers which is to be expected playing on the other side of the world, I imagine.
