Sorry I'm not NA but i do believe the EU server are also having issues - but it seems to affect some users/isps more than others.

    country - uk
    isp - VIRGIN MEDIA
    content - everything
    world - phoenix

For the last week i have noticed the game getting harder to play during peak eu times ... with serious game lag, so i decided to investigate more.

first i ping the server ip and that always shows around 32ms - at any time of day/night, then i spent an hour on the phone with 2nd line support at my isp looking through tracerts together - where they said the issue is with square enix.

secondly i tracert the server ip (195.82.50.52) at different times of the day - and i noticed and verified this with 4 other people who live across eu/uk with different isps that the ip (195.82.50.234) which is just before the final ip has a crazy ms range
    11 am gmt - 370ms
    1 pm gmt -550ms
    7pm gmt -1332ms.........
    1am gmt - 32ms .........

As you can see at 7pm the game becomes totally unplayable for me - even using wtfast during these times it reports a 500 + ping (still unplayable) however when i test it at 1am wtfast shows 32ms ping .. much better right! and i can even play without wtfast but i get a bit more overhead from my isp. What i don't understand is why some like myself seem to be affected at peek times while others are not.

    Lag, latency,dcing,etc

Ok I'm no brainiac on a computer but I will explain the best way I can. My internet provider is Time Warner and I am on east coast(Ohio). My whole raid group experienced lag, latency, dcing while we were in Thordan Ex and Diadem Hard. Four of the group are on the west coast and four of us are east coast. Fix the damn problem and I am sorry if its negative but we are paying money to play. I have seen 5 good friends quit because of this and other bullcrap.

Date/Time (When did the issue start happening, at what specific times does this issue arise, if any.): Usually begins around 9:15pm EST to about 11:15pm EST
Frequency (How often does the issue occur?): Seems to be every night. Lots of dropped packets making working with mechanics in boss fights very hard. People in the overworld "catch up" too, so it really diminishes the overall experience of the game.
Content (Which content were you playing in-game when the issue occurred?): Overworld, instances, PvP, Gold Saucer

Date/Time (When did the issue start happening, at what specific times does this issue arise, if any.): Thanksgiving weekend and "cyber monday" were the worst, and it has tapered off since then, but it's still noticeable during evening hours and on weekend afternoons

Frequency (How often does the issue occur?): Generally in fits and starts, where for a few global cooldowns (maybe 10 seconds total, then)? The game will not exactly freeze, but act similarly to as if network connection were dropped (other characters stop taking actions, skills do not have effects, etc), then for another 10s or so after things start back up, a bunch of things that happened during the slowdown period will finally apply. Generally happens a few times a dungeon, so assuming a dungeon takes maybe 30m, that would be once every 5-10m? This is all during "peak hours", in the early morning when no one is on, it runs butter-smooth.

Content (Which content were you playing in-game when the issue occurred?): Nothing in particular; a few dungeons, running around Idyllshire, bit of crafting and gathering...

Which in-game World were you playing on when the issue occurred?: Diabolos

One I generated while the issue was tapering off, a bit laggy but not as bad as during peak times:

A couple more showed packet loss at stops 7 and 8, which seem to be the worst for my location.
