Creating High lvl materia and lvl gear

Well guys, I just started getting into this materia bussines, and I have 2 big questions:

1) Does the level of the item/gear affect the level of the materia we get from it? Because I extracted quite a few from range lvl 10 through lvl 40...and all I'm getting is lvl 1 materia???? Is this is normal or the stats are completely random?

2) I know that lvl 1 materia are for lvl 1 -10 gear, etc....but if I have a lvl 38 armor, can I use a lvl 4 materia or only lvl 3 materia? I mean if the armor has enough high lvl to try the next level of materia.

1) The Tier of the Materia created is random, however say you are using lvl 10-30 Item to make Materia, it's impossible to create Tier 4. What most people believe at the moment is only lvl 41+ Item can make T4 (as T4 can only be melded to lvl 41+ gears). So it's still better to convert higher level item to make Materia.

2) Look at the Materia, it will tell you what's the minimum level of gear that can be melded with it. T4 can only be melded to 41+ for instance, so only armour lvl 41+ can use it.

From what I got so far...
You only get T4 materia from 40+ equipment. However L40+ equipment can give you T3 materia as well.
I haven't seen a L40 equipment give a T2 or T1 materia yet though.

I have a record of L27 gear giving T1 materia.

Food for thought, it is easier to meld 2 T3 materia than 2 T4 materia and 2 T3 > 1 T4.

Yes I have made quite a bunch of T2 stat Materia from lvl 41 stat rings, it's possible. Haven't made T1 with lvl 40+ Item though.
