Latency Issues

I just bought this game recently and still doing the 30 days free. I been getting some unusual latency in game and some times with the launcher as well. I know I get a severe packet loss for about 20 seconds every 2 minutes and even during combat. I know it will kick in whenever the music in game decided to stop, but I'm able to hear everything else and also all UI shortcuts from looking at your inventory, skills, character info, etc won't be working at all while this is occurring. I tried multiple times uninstalling and reinstalling the game. And this problem continues to deter my game time.

These are my current specs for my computer:

Video Card: Nvidia GTX 650
Processor: AMD FX 6100 Six Core
Memory: 2 4GB EVGA 2133 DDR3 RAM
Power Supply: Eagle VoltasX 500W
Motherboard: Asus M957A R2.0 ATX Model

I hope this is enough information to assist me with this issue. Also I already tried turning off the shadowing effects and changed the screen to windowed mode. The problem continues to occur.
