For BLM, your primary options for skirts include the Guardian Corps Skirt (as mentioned), the Acolyte's Skirt (level 15 dungeon drop from Sastasha, Tam-Tara Deepcroft, and Copperbell Mines), or the various variations of the Hempen Bottoms (such as Linen Bottoms, Patrician's Bottoms, Valentione's Skirt, and several others).

For shorts, you've got Arachne Culottes (i110 Weaver master recipe), Lady's Knickers (Black, White, Gold--from an event I can't remember, the one where we got Yukatas), or perhaps your race's Hempen Pantalettes.

BLM has fewer options for skirts than healers do that I'm aware of, unfortunately.

Gubal has a knee length skirt, I believe.. As does WoD. There are also the ankle length skirts that Weaver can make.. Plain long skirt and summer skirt I think?
