I tend to think the FFXIV Dev Team is probably actually pretty small compared to most AAA titles', which honestly might not be a bad thing: the end product is smoother and stronger, but they only have so many resources they can devote to a given project. So say something like right-click to report takes 40 man-hours of dev time. A bigger dev team can devote five developers to that and get it knocked out in a single work day (40/5/8 = 1). But a smaller dev team might could only devote two developers, which would take two and a half work days (40/2/8 = 2.5). Now, when you look at it, something like this is a relatively simple thing. It probably wouldn't take that much work to develop and test. But if they have a small team (with a lot of requirements), then it may be a lower-priority task, as they need to be very conscious of how they're budgeting their time.
So in the end, if it's a small dev team, then it makes a lot of sense why it takes so long for seemingly simple things like this to be implemented.
I also wouldn't be the least bit surprised if they're being held back by the PS3 dev kit.
