What has S.E. said about the suggestion of adding right-click > Report system?

Its probably more that right now, with it being more then just a few clicks means that people who use it are almost positive it is something reportable. After all if you find it too much of a hassle to report it, it probably isn't something that should be reported right now.

Again I still think they should change it to right click --> report anyways.

It may not be too much of a hassle the 1st and 2nd time, but this is something that happens often enough to become a hassle to go through that process every time you get a RMT tell.
