    You do have time to learn how to use your newest skills by using them in the highest level dungeon you can currently Queue into. There's a reason why most of the dungeons are separated multiple levels apart. So you have time to practice new skills/rotations as you level up.

    Yes, but that's valid only if you actually queue for the highest available dungeon for the job you're on.
    If you are using roulette, you can end up with Sastasha normal. And many people I think don't do anything outside of roulettes.
