error -2146697211

[Erudain]

Hello everyone, hope someone can give me a hand.

I haven't been able to log in the game or in any of FFXIV webs in the last couple days from any browser on my PC.

When I launch the game I get this error:
"A system error has occurred: -2146697211.
http://frontier.ffxiv,com/version_3_1_win/index.html?rc_lang=en&time=2015-11-16-16"

When I try to get into any of the webs I get ERR_TIMED_OUT responses.
Running it on Win10.

I'd been searching reddit and this forums, found some solutions and none of them worked:
- Reboot
- Disable Windows Defender protection
- Disable AV
- Reinstall
- Reset Modem/Router
- Change proxy settings (I don't use a proxy)
- Run as administrator (I always run as administrator)
- Run in Win 7 Compatibility Mode
- Reset IE settings
- Change Chrome/IE to Default
- Reset Chrome/IE Settings
- flushdns
- renew IP

I'm 99% sure by now this has to be an ISP issue with them not being able to reach SE servers, when I try to ping and tracert to na.finalfantasyxiv.com I get empty responses only, but I've talked to my ISP and they assure me it's not a problem on their end and that no other customer has complained about not being able to access FFXIV.

Anyone else has other idea what might be causing this issue?
Any help is welcome.
