There are a few spell speed breakpoints for blm that are worth looking into:
- Single Thundercloud proc before refreshing AF
- Triple Fire IV in one AF (without leyline)
- 2 thundercloud procs in one AF
- Quad Fire IV, dropping AF
- Above without dropping AF
The two that look achievable are using a single thundercloud anywhere in your rotation without dropping AF, and using three fire IVs in a row without relying on leyline. After that it becomes a question of how to deal with Enochian.
I did a little digging, and it turns out iDervyi on Reddit a few months ago figured out the formula for Spell Speed (link here).
For the lazy, the formula is: GCD = BaseCastTime - (0.01*(SpellSpeed - 354)/26.5))
Manipulated we get: SpellSpeed = 2650*(BaseCastTime - GCD) + 354
Let's figure these out.
For the single thundercloud one, we need to fit 4 spells in 10 seconds, averaging to a 2.5s gcd(the normal gcd incidentally). Two of them are 2.5s (Thundercloud is instant, but has a recast timer) and the other two are Fire IVs, at 3s each. This totals 11s and averages to 2.75s base cast time. We'll use the latter as our base cast time and former for GCD.
SpellSpeed = 2650*(2.75 - 2.5) + 354 = 1016.5
Similarly for the triple Fire IV outside of leylines, we can apply the same logic to get (3*3+2.5)/4=2.875 average base cast time, which gives:
SpellSpeed = 2650*(2.875 - 2.5) + 354 = 1347.75
Quad Fire IV dropping AF averages to fire IV's base cast time, so we get:
SpellSpeed = 2650*(3 - 2.5) + 354 = 1679
Our next two breakpoints require us to cast 5 spells in 10s, averaging a gcd of 2. Probably unreachable in practice, but hey, we can check. With 2 thunderclouds in one AF requiring (3*3+2.5*2) = 2.8 average base cast time.
SpellSpeed = 2650*(2.8 - 2) + 354 = 2474
And Quad Fire IV with a Fire I with (3*4+2.5)/5 = 2.9 average base cast time for:
SpellSpeed = 2650*(2.9 - 2) + 354 = 2739
You can adjust for ping with testing by dividing it by 1000 and adding it to the base cast times of each of these.
Summary:
Spell Speed - Breakpoint
1016.5 - One free thundercloud at any point in AF
1347.75 - Triple Fire IV
1679 - Quad Fire IV, dropping AF
2209 - Two free Thunderclouds at any point in AF
2474 - Three Fire IV plus a Thundercloud in AF
2739 - Quad Fire IV with Fire I refreshing AF
If there's any hard cap at GCD reduction, it's 0.5 seconds. I dropped below 1.5 seconds with Ley Lines+Empowered Arrow+Fey Wind on Fire1.
Concerning GCD reduction from Spell Speed, I know that during 2.x there was no such cap. Proof of that was that Presence of Mind and Fey Wind added directly to Spell Speed, which would put you under said 10% value.

I've been at 780 spell speed since just before the diadem nerf, so that had always been pretty easy to do, but even with anima weapon and 688 spell spèed, it still works. Just a lot less wiggle room now, and I'm craving a budget speed food or full time use and/or a2s pants.

You can fit 4xF4 in every eno rotation with 0 SS from gear.
