Yes, whenever you go visit Haurchefant's memorial now Francel will be there paying his respects, speak to you briefly, and then leave.

He'll also come back periodically if you linger there, as I tend to do while waiting for Void Ark as a tank or whatever.

Yes, Francel's visiting there ever since 3.1. As Cilia said above, he comes back periodically.

He appears in an earlier phase of the fight as well; the one you have to dps so that his attack won't one-shot everyone (sorry, forgot the name...). I really enjoy suffocating him with my Winds, spitting at him with Fluid Aura, and then throwing Stone III at him for good measurement
