Never, at any point in the history of this game, has it catered to raiders. Not once. This game and 98% of its content is catered to people obsessed to playing dress up with their underage catgirls. There's next to no incentive to raid. You can get equivalent gear (gear far stronger than you need because you don't bother to attempt anything challenging enough to require it) by running one absurdly easy dungeon once a day.

The delusions...
