Item Commissioning / Reverse market board system suggestion

Right now there's only a one way transaction: a player will go on the market board and hope that the piece of equipment / HQ crafting ingredient that he wants is on sale. Meanwhile, a crafter pretty much the same problem: he makes something and hopes what he makes actually sells.

This pushes pretty much all crafters to only make that they know can reliably be sold, flooding the market with those goods.

That's why I propose that we create a commissioning system.

BUYER would go to the commissions board and post that he wants so many numbers of Item A and will pay X amount of gil for it (must put down the money upfront). Others would check the board and take the commission just like taking a quest.

The person who takes the commission must then complete the item and deliver it within a time limit (30-60min) to prevent hoarding and never delivering.

Upon delivery, the crafter/gatherer taker gets money and person who commissioned the item receives it via moogle mail.

I completely agree with this, with the following restrictions:
1 - Commissioner cannot cancel the request if is currently accepted by someone.
2 - Market displays 2 values (to save people the trouble of doing math):
    a) The sum of the cost of the various materials needed and sets the minimum possible fee as 120% of that (hypotetically).
    b) The sum of the lowest market value of each material needed - last price known for materials currently unavailable in the market.
2.1 - This helps people realize if you're being generous or not.
2.2 - Don't forget the market will still tax part of the fee.
3 - Whoever accepts the commission has 10-15 minutes (TOPS) to complete the task.
3.1 - Alternatively, the person submitting the request can define the time, but the less time you give players to complete your request, the higher the market set the minimum tip to.
4 - Whoever fails to complete an accepted commission will be blocked from taking any further commissions for a large period of time (1 hour minimum).
4.1 - The above penalty stacks if the same person takes and fails to complete another task within 24 hours after the penalty ends, therefore existing no real limit to how long you can be blocked.
