5 Silver Feathers are good for in 50, 60, or 70 blue item. It is most useful for level 60 blue items, because to get to the guy that normally sells level 60 blue items for poetics you have to nearly go through the whole Heavensward expansion. With the double xp until level 70 you will get there(Idylshire) well after level 60, and practically drowning in poetics by then.
