I have a question.

How long after creating an account, you can use a recruitment code? Or you can only use it while creating an account?

It can be done any time after creating the account and before adding any additional subscription time to it. (The 30 days you get with purchase of the game don't count as purchased sub time, so you can still add a code during that.)
