    You're right though. It is a notoriously long CD with next to no utility (most Pld's get more use out of it in PvP than they ever do in PvE), so breaking it even further in specific instances seems ridiculous. It's like SE has written off the move or something. Like, "Meh, no one uses it anyway, so we'll just ignore it for future mechs." Not cool, SE. Not cool.

    Its not only TW that gets used alot in PvP compared to PvE, all PLD utilities shines in PvP even things like pasification from SS(well it got nerfed in pvp after patch due CD, rip 12s melee "silence" locking). Sometimes it feels that PLD is made more for PvP than PvE, i guess it makes sense as you start out as an gladiator.
