Its a lot more obvious that he wants to get in your pants in the Japanese version than in the English version, among other things.
I think he's not the only character who's personality is drastically different in the English versions compared to Japanese.
Perhaps they (the western localization team) were forseeing that people might get uncomfortable with the romantic interest from Ser Haurchefant and instead made him go the Garrus 'Best Friends Forever' route.
Admittingly, his passing might have not cut much deep into the feels when he had taken the love route, of which I (personally) had no interest in.

fixed it a bit.
The german localization still create the feeling that he want to be more than just best friend.
