They don't need to instance the entire zone on the server. Just see what they did to Mor Dhona, Ildyshire and the Vanu village.

I'm assuming Ishgard will progress in a similar fashion, just slower. It wouldn't be surprising that they eventually start fixing the place up. I don't think we can expect this for several patches though. If there concern is for keeping up appearances for new players, than they won't make any changes until the current expansion content is "old." They did something similar in the past... though, for the life of me I can't remember what about. I know they used the subscription renewal numbers as part of the justification though.
