I'm thinking it's more of a PR issue, when people hear "This MMO is merging game servers" people tend to scream "game is dying, might as well leave", "didn't know this MMO was doing so bad" and whatever else. It's one of the reasons WoW has so many dead servers that almost no one plays on, people are too quick to call the death of a game year in and year out.

People don't need server merges to scream "game is dying, might as well leave."

4 month wait for content? Game is dying.
Only 2 dungeons? Game is dying.
Don't like the new race? Game is dying.
Don't like the new classes? Game is dying.
Don't like the new skills? Game is dying.
Don't like the new glamour? Game is dying.
Raid too easy? Game is dying.
Raid too hard? Game is dying.
Crafting is too hard? Game is dying.
Gathering is too hard? Game is dying.
Too hard to farm law? Game is dying.
Minion didn't drop in ST/WoD/dungeon? Game is dying.
Minion dropped but lost roll 20x now? Game is dying.

People will tack "game is dying, might as well leave," onto just about every dumb thing they get annoyed at. xD
