I'm thinking it's more of a PR issue.

Sadly this may be the case as well, honestly I'd prefer to see them implement features like a cross server Friendlist and Party Finder, as well as a re-queque with party option for the duty finder much like WoW has. This might actually encourage players to transfer to lower population servers if they feel they are still able to play with their friends and spread the playerbase around a bit. it might even mitigate some of the housing issues but alas pipe dream gonna pipe dream.
