Workshops - getting 4 people in there to progress a tier is getting tedious

Yes, this is every bit as tedious as it was back in 2015 when the thread was made (was it really that long ago?)

Having 4 people actually doing something, crafting together or even just having a dumb little mini-game with pushing buttons in the right order or something like that, would be at least somewhat engaging.
This way its just 3 people afking.

Sounds like we have had similar experiences. Our new members are all excited to see the workshop, want to get involved and then they realise that there is very little they can do. The item-level and class requirements work against you if people want to contribute and work together as a group. It's all very disappointing. That mini-game idea would have been so cool, as it is it's single player content with a party requirement tacked on.
