It's a good idea, which is why it'll never be implemented until the next expansion.

I don't think that's a good idea. People would just stop gathering as a whole.
Not a good idea, because the things that can be adquired with brass spoil are much more valuables than steel ones, so unless it will be a horrible conversion table like 20 to 1 it would broke balance and markets.
You do know how many brass spoils you need for most of the valuable items right? We do need a conversion for it. Steel spoils which are heavily rng obtainables can be converted to 3 brass spoils while it takes 3 to obtain 1 steel spoil. sounds ok in my head, besides those items that are being sold don't really have much value now then it has before, besides the lvl 5 materia people are hoarding.
you need 40 brass spoils (5 x 8 brass spoil) to can make 1 ilvl170 (u get 5 nq raw mat)
you need steel spoils:
60 (2 x 10 x 3 steel spoil + 1 crafter red script token) to can make 3 ilvl170 (you get 15 nq raw mat)
30 (2 x 3 x 5 steel spoil+ 1 crafter red script token) to can make 1 ilvl170 (you get 5 HQ raw mat)
those items have very high value to sell

You can get brass spoils easily while steel spoils are alot harder to get. Not sure about everyone else but I usually only get around 16 per diadem run.
with 8 brass spoil you can get one of this:
-Purified Coke NQ
-Raziqcoat NQ
-Dryad Sap NQ
-Moonbeam Silk NQ
-Odorless Animal Fat NQ
To can make a craftable ilvl170 material with them you need 5 of them, wich makes in total 40 brass spoils needed.
(now here im just gonna put only 1 of the 5 materials with the alternative way to get it with spoils)
40 Brass Spoil x 5 Purified Coke NQ
Also you can get with 3 steel spoils any of this
-Red Ooid NQ
-Wyvern Wart NQ
You need 10 of each of them and 1 Rowena Token (Red Crafter Script) to can exchange for 15 Purified Coke NQ
So total 60 Steel Spoil for 15 Purified Coke NQ
And with 5 steel spoils you get any of this
-Red Roundstone
-Dragons Wart
And you need 3 of each of them and 1 Rowena Token (Red Crafter Script) to can exchange for 5 Purified Coke HQ
So total 30 Steel Spoil for 5 Purified Coke HQ
...
in brief mode you need this:
40 Brass Spoil for 05 Purified Coke NQ
or
60 Steel Spoil for 15 Purified Coke NQ
30 Steel Spoil for 05 Purified Coke HQ
Please then make your math to can do a fair convertion rule.

Conclusion
2 Brass Spoil for 1 Steel Spoil as suggested convertion rate
but brass is much easier to get than steel (...meh...)
So i feel this as horrible way to farm materials by itself, but good to sell/buy.

So data support that your suggestion would be possible.
Though it would unbalance a bit the marketing around those materials,
final effect would be that become cheaper ilvl170 stuff,
so contrary to my initial beliefs now im thinking that it may become a positive result.

Well I'm all for this and I like that Zorlinta did the math. A 3 to 1 conversion would be acceptable to balance the so called "easier to get brass spoils" effect.
