In a way it is... but you'll notice the others have other customization options to fill that slot, as it were. Life under console limitations for you.

As a dev has said before, If They make a new category for one race, they will have "Too much" and thus, to balance it, they will have to get -EVERY- race something new. While I would like to see that slot used as a, not link horns and miqo'te markings to faces for aura and miqo'te specifically, they said they weren't gonna add another slot. So sorry to say your kind of screwed in this, much like everyone whos ever asked for horns and faces to not be lumped together.
