Collectable Appraisers gone

Since 3.1 I couldn't find the appraisers, and thought maybe it was some quest change I didn't know about and couldn't find in the notes. The appraiser is there for other people, but I can neither see nor interact with them. They are gone from both Idllyshire and Revenant's Toll. Thank you.

Your system is probably just slow to load them. I recommend just waiting around where they are for a bit until the appear.

That's not the case. I once ran around Idllyshire for over half an hour. If it's slower than that to load, I don't know what's going on. I stood talking to someone about the bug (I needed to be sure the NPC was there, so I asked them) and that was a good 15 minutes standing in front of where it should be.
