    Probably just another one of those random NPC events. You see them most often in Idylshire and Mor Dhona, but SE seems to have stuck plenty of others around such as Edda's ghost. They love having these little events hidden about that most people will never notice, but that those who do, instantly latch onto and enjoy.....

    I saw this yesterday too, as I was hunting around for Naul. I thought it was just a random scout, and it's been so long since those quests I completely forgot what Francel looked like. Then BOOM; feels from nowhere.
