I was just about to point this out. The Conjurer questline is literally about a healer who doesn't want to do anything but heal, and it's shown to be a very bad idea. The lore is supposed to give you an idea on how to play your class. There's a reason it claims Warriors are not just about killing things, protecting their allies is even more important (since they're tanks).

But yeah, like others have said, it's all about communication. I think doing 0 DPS isn't very useful. If you're just standing around, doing nothing, you aren't really contributing. Throwing an Aero or some DoTs isn't going to hurt, even if you don't feel like Stance Dancing. When you're new especially, it's totally fine to just not use Cleric Stance, but that doesn't mean you can't throw in some attack spells when everyone's health is pretty high.

However, I do think some healers are too focused on DPS, and sometimes forget they should even heal. It's all about a balance, and the trust you have with the tank. Some tanks get uneasy when they're below 50%, others only get scared when they're below 5%. Some (foolish) tanks freak out if they're below 90%. It's all about trust.

When you're in Duty finder, you have to find a balance that works. For me, it's around the 30% mark. I've found most tanks feel comfortable around there, since they're unlikely to go down in a single crit or dodgeable AOE. If I trust my healer, I don't care how low I get, since he'll keep me alive in the end.
