Haven't heard him in English, but I'd put money on him being Suwabe Junichi, even if I can't seem to find him credited anywhere. Was he not listed in the credits at the end of the last MSQ? I've been going slowly through the last two story patches both for lack of time and so the wait for new story isn't so long, so I haven't seen the credit roll yet.

All of the replies except for a handful before yours are from the end of last year, so nobody knew then.

Junichi Suwabe is indeed the Japanese voice actor for him. Pulled up a video of the credits on youtube.

Ahh, you were close. It's Joe Dempsie AKA Gendry from Game of Thrones. I found out a few months ago when I researched the game voice over actors.

He isn't the only Game of Thrones actor on here. Gemma Whelan AKA Theon's bad ass sister, was the female Ascian, Igeyorhm. I think she is also one of the female dragons. I thought I saw her name twice.
