    Well that's how roulette has always been calculated.

    It shows the average wait time for the dungeon with the lowest average wait time that's available in the roulette. Because normally roulette had no priority shift.

    I don't think they'll change the formula to calculate some new average using ONLY roulette players

    Yes, but that's my point: due to the change, the average displayed is no longer meaningful, so they do need to come up with some other algorithm for this.
