Blacklisting not working

Whenever I try to blacklist someone though the command /blacklist it always says "That command is not available at this time". How do I get it to work?

They were right in front of me. I really hate it when people add /shout to macros for abilities. Why would we want to see your spam every time you hit fire 3?

That seems like an arbitrary restriction. I can see maybe they would want to not let you blacklist current party members but why prevent people outside the party from being blacklisted just because you are in an instance. That is really bizarre.

Because the person in your instance may not even be on your server, and you can only blacklist people on your server.

It's because you can only blacklist players from your server, and instances pull from all servers in your datacenter. Not really arbitrary so much as technical.

If it's a shout in the macro that's bugging you, you can still filter that out in your chat log.

So why not let me blacklist other people on my server while in an instance? That excuse doesn't hold water. What if some troll on my server whispers me abusive comments. How does it make sense not to be able to blacklist him just because I am in an instance.
