Because the queue obviously isn't bugged, it's just that people suddenly stopped making new characters and don't like the most popular way of leveling low level characters anymore.

Doesn't matter that it's US primetime and that before I could find a party in 30 minutes at 5:00 AM. Everything is fine. There is no bug.
