To unlock Scholar you need:

- Arcanist level 30 and Conjurer level 15
- Arcanist level 30 quest must be finished.

It has been a while, but I remember someone else giving me a quest to go to Alka. Anyway, visit Alka to be sure, he is the Lalafell at the Marauders guild.
Hmmm odd you should be able to unlock the Scholar. Did you talk to the right NPC? Its the lady near the Arcanist teacher. As a Scholar I see nothing else that you must unlock, so maybe you did not spot the right NPC or your character is bugged.

PS: I also did the level 15 conjurer quest, so maybe that is also a requirement?
