Friend queued for leveling roulette as a 40 SMN: 60+ minute wait.
I queued for leveling roulette as a 50 WHM: Instant queue.

So far from what we know is that:
- The extended queue is happening to all class roles
- The extended queue is happening across all roulettes
- The extended queue DOES NOT APPLY if you enter a dungeon directly
- The extended queue is only affecting some players, and not affecting others, with no apparent commonalities or differences between them

I checked, and my languages are set to English and German parties only (no JP or FR), and Join Party in Progress.
