He said once a partial party breaks the queue, all queues after (even solo) are affected.

There was nothing wrong with the 2.0 matching system just revert it to that. If it isn't broke then don't fix it.

...but yeah, I do wonder what they did to it (and why they had to) that made it so messy and chaotic. :/We would like to provide an update regarding the issue of extremely slow matching speeds when queuing for the the Duty Roulette.
During yesterday's internal investigation, we were able to determine that there are cases in which the matching queue for the Duty Roulette halts under specific conditions. We were able to address the cause of the issue, and after a large-scale inspection, verified that the system is working properly.
However, during the pattern verification that continued afterwards, we also confirmed that another issue - with a different cause - began occurring in the closed test environment after the fix (under certain conditions, match times become increasingly slower over time for solo players queued in the Duty Finder).
We are continuing to investigate, address, and verify the issue is fixed, but in order to make certain that the issue is thoroughly addressed, we may require until the beginning of next week.
We will post further details on the forums at a later time.
Since this issue affecting Duty Roulettes in the current open Worlds occurs when a pre-formed party queues for the Duty Roulette, we ask that you please queue in as a solo player or in a 4-player (8-player) party during this weekend, especially at peak times. This will keep the Duty Finder Roulette running smoothly, without congestion.
We sincerely apologise for the inconvenience, and thank you for your patience and understanding.

I would l like to provide an update regarding the issue with the matchmaking system when queuing for the Duty Roulette.
The development team has implemented a fix for the above issue in their test environment, and the QA team has confirmed that the Duty Finder now functions properly after a large-scale QA test; however, through a continued large-scale test with different patterns, the QA team has confirmed a separate issue where the matching speed becomes slow as time goes on if a solo player queues for Duty Finder under certain conditions.When a pre-made party queues for a Duty Roulette, and their party consists of three or fewer members, there is a possibility where that group will be matched with another pre-made group that also consists of three or fewer members under certain conditions. This in turn causes an unusual party setup to be made which results in all queues behind this halting.
Both the development and QA teams are working at full speed to determine the cause of this issue and have it addressed. Additionally, they are performing a thorough investigation and tests to ensure that there are no other hidden factors causing this issue.
As of now, no other issues have been found, but to make sure that the same mistake is not repeated again, we would like to spend more time investigating and testing.
Originally we had planned on applying a hotfix and performing maintenance over the weekend in order to address this issue; however, considering the risk where the maintenance time could be extended or trigger an alternate issue causing interrupted game play for a long period during the weekend, we decided to postpone the hotfix and instead use the weekend to conduct further investigations and testing to ensure we can deliver this optimized system in a stable state.
While playing the game this weekend, we would like you to keep in mind that the Duty Roulette issue occurs when queuing for four-player content with the following conditions:During the weekend, especially during peak times, we recommend queuing up to the Duty Finder either solo or in a pre-made party of four (or a pre-made party of eight for eight-player content). This will help to prevent the congestion of the Duty Roulette, and you will be able to match smoothly with others.
- Pre-made party of 2 + Solo Player + Solo Player
- Pre-made party of 3 + Solo Player
