ceremony of eternal bonding cutscene lag

So while planning for my upcoming ceremony I noticed the cutscene previews were lagging horribly, dropping to a lovely 5 fps and while testing around to try to find the source of this lag I switched over to DX11 from DX9. My overall performance drops slightly (the reason I am using DX9 normally) but for some reason the cutscenes started to run smoothly.
Switching back to DX9 it started to lag again and by going to an inn room and replaying some quest cutscenes I also discovered that only the ceremony of eternal bonding scenes lag, anyone who has an idea of what could be causing this?

Edit: Oh and of course I've tried lowering settings, with all settings on minimum the cutscene remains completely unaffected.
